The City of Azusa’s population in the 2010 census was 46,346, and the 2016 estimate is 49,628. The homeless count in Azusa has increased from 23 in 2015 to 55 in 2016 to 143 in 2017, yet it is known that there are many more in the canyons that are not included in those counts. The completion of the Metro Gold Line with its last two stops in Azusa, brought in more of the homeless population to Azusa. The City is experiencing firsthand, the multitude of issues from the homeless population, which has almost tripled in size. The Police Department has experienced an increase in calls for service related to the homeless. In addition the Library has also seen a rise in patrons who are homeless seeking services in or around the Azusa community.
On June 13, 2017, the County of Los Angeles Board of Supervisors approved Measure H funding allocations in support of the County’s Homeless Initiative, strategies to prevent and combat homelessness in the County. On September 18, 2017, the City submitted a grant application for the 2017 City Homeless Planning Grant through the Home for Good Funders Collaborative. On October 23, 2017, the City received notice that its application had been selected for an award of $50,000 to develop a locally specific City Plan to Prevent and Combat Homelessness (City Plan). The City Plan aligns with the Los Angeles County Homeless Initiative Strategies where possible, aiming to achieve mutual goals.

Outreach is restricted to the "literally homeless" defined as "an individual that has a primary nighttime residence that is a public or private place not meant for human habitation."
