Los Angeles county residents and businesses dispose of about 40,000 tons of trash each day, enough to fill up a line of garbage trucks 42 miles long.

Landfills are filling up, and some have already closed. To deal with this crisis, the State ordered every city in California to divert 25% of their waste from landfills by 1995, and 50% by the year 2000 - or face fines of up to $10,000 per day.

Azusa reached the 25% waste diversion goal, and stepped up efforts during 2000 to reach the 50% goal. The City Council chose to implement a convenient and cost-effective recycling program based on comments from more than 1,400 households.
